Amends the definition of "preservation" under Section 2 of Ch 44B to include the following:- "protection of personal or real property from injury, harm or destruction, including but not limited to the construction, alteration, or rehabilitation of beaches, dunes, seawalls, and other coastal infrastructure for the purpose of protecting open space, historical resources, or community housing from flooding, sea-level rise, and storm surge"
