This bill would direct the cannabis control commission, in partnership with the executive office of public safety and security, to perform a comprehensive study concerning the challenges faced by first responders in exercising their legal right to use cannabis in the Commonwealth. The study will address multiple facets, including existing drug testing protocols, internal cannabis policies within local law enforcement and first responder organizations, and the statutory authority of police chiefs. Additionally, it will consider the requirements for state and federal licenses to carry, the impact of the federal Controlled Substances Act, and the potential therapeutic benefits of cannabis for mental health conditions such as anxiety, depression, stress, and PTSD. The investigation will also compare cannabis-related laws and practices impacting first responders in various jurisdictions. The commission may engage experts and hold public meetings or hearings as needed. A detailed report of the study's findings is to be submitted to the appropriate legislative entities by December 31, 2026.
