Tasks CHIA with recommending methodology to develop a single payer benchmark, which would compare actual health care expenditures for the following three years with the single payer benchmark. If the single payer benchmark outperforms actual expenditures for all three years, the health policy commission must submit a single payer implementation plan to the General Court.
