A 2010 law expanded eligibility of the Moral Obligation Bond Program to nonprofit community hospitals and health centers in addition to nonprofit education institutions. This legislation would further expand that to all nonprofit acute care hospitals, including teaching and specialty, to ensure that community hospitals within systems cannot be discriminated against.
