Single payer health system in Massachusetts

This bill introduces provisions to evaluate and potentially implement a single-payer health care system in Massachusetts. It defines "single payer health care" as a publicly financed, universal health care system and tasks the Center for Health Information and Analysis with monitoring such systems, establishing an annual "single payer benchmark" to estimate the cost of providing universal health care in the state, and comparing it to actual health care spending. If, by fiscal year 2026, the benchmark demonstrates cost savings and improved access compared to the current system, the Health Policy Commission must develop and submit a "Single Payer Health Care Implementation Plan" to the Legislature by June 30, 2027, based on public input and designed to ensure continuous, comprehensive, and affordable health care coverage for all residents.
