This bill caps healthcare service charges by healthcare providers, hospitals, and provider organizations at 200% of the Medicare reimbursement rate. It prohibits balance billing, ensuring that patients are not charged more than the capped amount, except for co-payments, co-insurance, and deductibles. Additionally, providers cannot offset revenue losses by increasing charges for other health plans or payers. Compliance will be monitored by the Department of Public Health and the Attorney General’s Office, which have the authority to enforce regulations and review adherence to these provisions.
