This bill enacts a temporary halt on the issuance of new licenses for marijuana retailers, cultivators, and product manufacturers in Massachusetts. The suspension will remain in effect until 180 days post-submission of a report to the Joint Committee on Cannabis Policy, but it will not exceed one year. This moratorium applies with exceptions for applicants who have submissions deemed complete prior to the moratorium's start and those involved in the state's social equity or economic empowerment programs
