An Act relative to college in high school

Section 1: Adds “college in high school” to the list of eligible uses for needs-based financial assistance. Section 2: Adds “college in high school” to the list of eligible uses for state scholarship programs. Section 3: Requires institutions of higher education to develop guidelines for accepting participation in early college programs as course credit towards a higher degree. Requires said institutions to offer information about what courses count towards credit for students who inquire. Requires said institutions to post online all policies and procedures on accepting early college for course credit. Requires DESE to annually review policies for accepting early college for course credit, and report on findings to the legislature. Section 4: Establishes the “Massachusetts College in High School Trust Fund” in the funded by appropriation, interest, and donations to provide early college services to students in underserved communities. Additional reporting requirements and requirements that private donations not be subject to conditions. Section 5: Establishes the “Massachusetts Office of College in High School” within DESE to administer high school programs that create or expand postsecondary education opportunities. Requires that said office develop a set of guidelines for the curriculum and reach of early college programs. Requires said office provide oversight to early college programs. Establishes a College in High School Joint Committee to advise BESE and BHE in policymaking regarding early college. Includes a series of other clauses governing the responsibilities of the office and the committee, and regarding the operation of early college programs. Section 6: Allows students to apply for MEFA aid using FAFSA. Some exemptions provided. Section 7: Allows DESE commissioner to use Twenty-First Century Education Trust Fund to support early college. Section 8: Sets a reporting deadline.
