Amends GL 15A:15E (public higher education endowment incentive) by removing conditional appropriation for the private contribution endowment match, and by allocating at least $30,000,000 for the program; requires allocation of $10,000,000 to the University of Massachusetts, $10,000,000 to state universities and $10,000,000 to community colleges; requires any funds unused by community colleges to be available for the use of state universities, and any funds unused by state colleges to be available for use by the university of Massachusetts.
