Agenda

1. Welcome and Introductions – 5:30 pm to 6 pm

a. Introduce Commissioners

b. Approve minutes from January 28th, 2021 meeting

2. Annual Awareness Day – 6:00 pm to 6:20 pm

a. May 5th from 9am to 11am

b. Annual Awareness Day Planning group met on 3/16 and, using input from the survey, decided on the following items:

i. Theme: COVID-19: Changing the Perinatal Experience

ii. Event Layout:

1. Introduction

2. Four presentations

a. Three with providers to share their research and one presentation from a person who gave birth during the pandemic.

3. Discussion Panel

a. We are looking for a Commissioner to moderate this panel and assist with creating questions for the discussion.

3. Administrative items – 6:20 pm to 7:20 pm

a. Role of Commissioners

i. Following feedback from the 12/16/20 meeting, the role of Commissioners is to:

1. To attend quarterly meetings

2. Provide direction on the activities of the Commission including community engagement, education, advocacy, policies, etc.

3. Participate in planning the Annual Awareness Day and providing feedback on legislation and budget items

4. Collaborate with other Commissioners

b. Purpose of Commission

i. Chapter 313 of the Acts of 2010, Section (a): There shall be a special commission on postpartum depression to provide guidance and advice to the governor, the general court and the secretary of health and human services on current research on postpartum depression, including, but not limited to, best and promising practices in the prevention, detection and treatment of postpartum depression and to recommend policies, including legislation, to promote greater public awareness, screening and treatment of postpartum depression. The special commission may conduct public hearings, forums or meetings to gather information and to raise awareness of postpartum depression, including the sponsorship of or participation in statewide or regional conferences.

ii. Following guidance from House and Senate Counsel:

1. The activities that the Commission wishes to pursue must be within the parameters laid out in Chapter 313 of the Acts of 2010.

iii. Following guidance from the Massachusetts State Ethics Commission: 1. Commission’s members and staff are subject to the Conflict of Interest Law (G.L. c. 268A), which applies to actions not only in one’s official capacity, but also to actions in one’s personal or private capacity. If Commissioners acting in their capacity as a provider, advocate, etc., and independent from their role as a Commissioner, wish to take action that is outside of the Commission’s legal authority, we direct them to consult with the Massachusetts State Ethics Commission.

c. Commission recommitment to sub-committees

i. In the past, the Commission had sub-committees and has tried to reinstate the sub-committee structure. We want to gauge interest in recommitting to sub-committees.

ii. If Commissioners do not like the idea of sub-committees, what format should the Commission pursue?
