PRE-REGISTRATION TO TESTIFY IS REQUIRED: Persons seeking to provide testimony must pre-register via this Google form: https://forms.gle/sib69MU78BcvewAe6

DEADLINE TO PRE-REGISTER: The deadline to pre-register to testify is 4:00 P.M. Thursday, October 21. Once registered, a representative of the Legislative Information Services will e-mail each individual signed-up to appear a link to join the hearing on Microsoft Teams. Additional instructions on how to participate will be provided prior to the start of the hearing. NOTE: If a person is filling out the pre-registration form on behalf of another person, only the e-mail and contact information of the persons seeking to testify should be listed on the form.

DEADLINE TO REQUEST ADA ACCOMODATIONS: ADA accommodations, such as closed captioning and transcription services, shall be provided upon request. The services are provided by staff from the appropriate state agencies. Agency policies requires 2 business days to process any request for services. Therefore, the deadline to submit a request for ADA accommodations is 4:00 P.M. Wednesday, October 20. Requests for services should be made by E-mail to the Committee Director at timothy.oneill@mahouse.gov.

ORAL TESTIMONY – INDVIDUAL TIME LIMIT: Individuals who register to testify at the hearing will be afforded 3 minutes to speak.

NO PANELS DURING THE OCTOBER 26 HEARING: For the October 26 hearing, the Chairs will call each individual registered to testify separately. THERE WILL BE NO PANELS PERMITTED AT THIS HEARING.

WRITTEN TESTIMONY: Written testimony may be submitted to the Joint Committee on Health Care Financing via E-mail to the House and Senate Chairs at John.Lawn@mahouse.gov and Cindy.Friedman@masenate.gov as well as the Committee Director at timothy.oneill@mahouse.gov.

LEGISLATOR AND PUBLIC OFFICIAL TESTIMONY: Due to the technical requirements of the Microsoft Teams meeting platform, legislators and public officials are also required to pre-register to testify before the committee. The Chairs, at their discretion, may take legislators and public officials out of turn. The committee will extend this courtesy to legislators and public officials only and may not be expanded to include other individuals or panels.

ORDER OF TESTIMONY: The Chairs, at their discretion, will determine the order of testimony during the course of the hearing. It is the responsibility of the individuals seeking to testify to be prepared to speak when called upon by the Chairs. In the event that an individual is called by the Chairs and that person is not logged into the Teams platform, the Chairs will move on and call the next individual. Time permitting, the Chairs may return to individuals who did not answer when previously called at the end of the hearing.
