The Joint Committee on Elder Affairs will conduct a hybrid public hearing in Room A-1 on Monday, June 26, 2023, from 1:00 P.M. to 5:00 P.M on bills relating to Assisted Living, Continuing Care Retirement Communities, Home Care, and Community Based Services. This hearing will be streamed live and archived under the Hearings & Events section of the legislature's website.

INSTRUCTIONS FOR REGISTRATION / TESTIMONY

DEADLINE TO PRE-REGISTER: For both in-person and remote testimony, the deadline to register to testify is 12:00 P.M. Friday, June 23, 2023. Late registrants may not be accepted. Individuals registered for remote testimony will receive an email after pre-registration closes with a link to join the hearing on Microsoft Teams.

SAME DAY SIGN-UP FOR IN-PERSON TESTIMONY ONLY: Individuals who miss the deadline to pre-register for testimony may appear on the day of the hearing and sign-up to speak in-person on forms provided by committee staff outside of the hearing room. Time permitting, when all pre-registered individuals have been called to testify, the Chairs will then call any individuals who sign-up on the day of the hearing.

LEGISLATOR AND PUBLIC OFFICIAL TESTIMONY: Due to the technical requirements of conducting hybrid hearings, legislators and public officials are also requested to pre-register to testify. The Chairs, at their discretion, may take legislators and public officials out of turn.

ORAL TESTIMONY – TIME LIMIT: Each individual registered to testify shall be afforded 3 minutes to speak. Individuals offering testimony on multiple bills must do so within the 3 minute time limit.

ORAL TESTIMONY – PARTICIPATING AS A PANEL: Individuals participating as part of a panel must fill-out the appropriate section of the pre-registration form. Please have each member of the panel fill out the pre-registration form separately and completely.

WRITTEN TESTIMONY: For individuals wishing to provide written testimony ONLY, please do not fill out the pre-registration form. Written testimony is encouraged and will continue to be accepted until the relevant bill is acted upon by the Elder Affairs Committee. Such testimony may be submitted to the Committee via email to committee staff: joseph.russo@mahouse.gov and victoria.halal@masenate.gov.

ORDER OF TESTIMONY: The Chairs, at their discretion, will determine the order of testimony during the course of the hearing. The Committee will only accept testimony on the bills listed on the hearing agenda. It is the responsibility of the individuals registered to testify to be prepared to speak when called upon by the Chairs. In the event that an individual is called by the Chairs and that person is not logged into the Teams platform, the Chairs may move on and call the next individual or panel.

DEADLINE TO REQUEST ADA ACCOMMODATIONS: ADA accommodations, such as closed captioning and transcription services, shall be provided upon request. The services are provided by staff from the appropriate state agencies. Agency policies require 3 business days to process any request for services.
