Executive Office of Health and Human Services and MassHealth II – Senior Enrollees; Related Services and Providers

The Joint Committee on Health Care Financing will conduct a hybrid public hearing to solicit written and oral testimony on bills related to the Executive Office of Health and Human Services (EOHHS) and MassHealth I – Children; Enrollees who are Disabled; Related Services and Providers.

This hearing will be chaired by House Chair Lawn and will include the matters listed. Please be advised that all House matters being considered are required to be reported on by August 30, 2025, subject to extensions consistent with House Rule 27.

Please be advised that the schedule and agenda are subject to change at the agreement of the Chairs.

***INSTRUCTIONS FOR REGISTRATION / TESTIMONY***

DEADLINE TO PRE-REGISTER: For both in-person and remote testimony, the deadline to register to testify is 5:00 P.M. Friday, June 27, 2025. Upon completion of the testimony sign-up form, both individuals testifying in-person and remotely will receive a confirmation email acknowledging receipt from the committee. Individuals registered for remote testimony will receive an e-mail prior to the start of the hearing with a link to join the hearing on Microsoft Teams. If any registration questions arise after the deadline, please email Timothy.Oneill@mahouse.gov.

SAME DAY SIGN-UP FOR IN-PERSON TESTIMONY: Individuals who miss the deadline to pre-register for testimony may appear on the day of the hearing and sign-up to speak in-person on forms provided by committee staff outside of the hearing room. When all pre-registered individuals have been called to testify, the presiding Chair will then call any individuals who sign-up on the day of the hearing.

LEGISLATOR AND PUBLIC OFFICIAL TESTIMONY: Legislators and public officials are also required to pre-register to testify. The presiding Chair, at their discretion, may take legislators and public officials out of turn. The committee will extend this courtesy to legislators and public officials only, and it will not be expanded to include other individuals or panels.

ORAL TESTIMONY – TIME LIMIT: Each individual registered to testify shall be afforded 3 minutes to speak. Individuals offering testimony on multiple bills must do so within the 3 minute time limit. The presiding Chair, at their discretion, may further limit the time for testimony.

ORAL TESTIMONY – PARTICIPATING AS A PANEL: Individuals participating as part of a panel must fill-out the appropriate section of the pre-registration form. Please have each member of the panel fill out the pre-registration form separately and completely. The presiding Chair will permit either fully in-person panels or fully-remote panels only. Questions related to the registration of panels should be directed to the Committee Director at Timothy.Oneill@mahouse.gov.

PLEASE NOTE there are TWO JOINT COMMITTEE ON HEALTH CARE FINANCING hearings on Tuesday, July 1, 2025. Both hearings will be chaired by House Chair Lawn and will be segmented by legislative topics.

Matters listed are a part of the afternoon hearing, scheduled for 1:00 PM to 3:30 PM in Gardner Auditorium and virtual, with the committee considering bills on EOHHS and MassHealth II (senior enrollees, related services and providers). The morning hearing is scheduled for 10:00 AM to 12:30 PM in Gardner Auditorium and virtual, with the committee considering bills on EOHHS and MassHealth I (children, enrollees who are disabled, and related services and providers).

Please be aware if the morning hearing extends beyond 12:30 PM, based on the number of people testifying, the 1:00 PM to 3:30 PM hearing may have a delayed start time.
