All matters filed in the House that are listed above are required to be reported on by May 18, 2026, subject to compliance with House Rule 27.

Members of the public are invited to participate in this hybrid hearing, which will be livestreamed on the General Court website. Hearings will be recorded and posted publicly on the Joint Committee on Higher Education hearing page.

Advanced registration is strongly encouraged. Those wishing to register should fill out the registration form at this link. The deadline to register is Wednesday, March 18th, at 5:00 p.m. Individuals who miss the deadline to pre-register for testimony may appear on the day of the hearing and sign-up to speak in person on forms provided by committee staff outside of the hearing room. Time permitting, when all pre-registered individuals have been called to testify, the Chairs will then call any individuals who sign up on the day of the hearing.

It is the intention of the committee to limit oral testimony to 3-minutes, and individuals offering testimony on multiple bills must also do so within the 3-minute time limit. However, the committee welcomes submission of additional longer statements in writing, which can be submitted via email to BOTH Dave.Rogers@mahouse.gov AND Jo.Comerford@masenate.gov. If you choose to email testimony, please put “TESTIMONY - March 19th Hearing” and the bill number in the subject line. Testimony can also be mailed to the House and Senate Chairs:
