Section 156A: Proposal review board; members; powers, etc.
Section 156A. There shall be a proposal review board to consist of the chairman of the committee on criminal justice, the attorney general, and nine other members of the committee designated annually by the governor which shall include the following: a member of the general court, a chief executive officer of a city or a selectman, a representative of the police, a representative of the courts, a representative of a prosecution or defense agency, a representative of the correction, probation or parole departments, a member engaged in work with or concerning juvenile delinquents, and two of the four members of the committee who are not officers or employees of the commonwealth nor any political subdivision thereof. The chairman of the committee on criminal justice shall also serve as chairman of the proposal review board. The proposal review board shall evaluate and approve or disapprove competitive applications to the committee for funding. Proposal review board members shall serve without compensation, but shall be reimbursed for their expenses actually and necessarily incurred as proposal review board members. Five members shall constitute a quorum. The proposal review board shall meet at the call of the chairman as may be necessary to conduct its business.
