Section 2. If a town or two towns within the same county required by law to maintain and to keep in repair a drawbridge over navigable tide waters which extend from any other town to the sea fail or refuse to maintain and keep in repair said drawbridge, the county commissioners, upon application of the selectmen of such other town, after notice to all parties interested and a hearing, may pass such orders relative to the maintenance and repair of such bridge as in their opinion the public good may require.
