Senate to Take Up Bills Promoting Highway Safety and Safe Access to Menstrual Products

Revised legislation advanced by committee, scheduled by Senate for debate next week

(BOSTON—10/09/2025) The Massachusetts Senate’s Committee on Ways and Means voted unanimously today to advance legislation expanding access to disposable menstrual products, promoting transparency around menstrual product ingredients, and protecting utility workers and drivers of stranded vehicles. 

The Senate voted during its session this morning to schedule all three bills for floor debate by the full Senate next Thursday, October 16.

An Act to increase access to disposable menstrual products, S.2640, supports public health and hygiene by expanding access to necessary products like tampons and pads in public schools, homeless shelters, and jails and prisons. The bill mirrors a proposal that the Senate unanimously supported in 2023. This session’s legislation, originally filed by Senator Patricia D. Jehlen, was advanced by the Joint Committee on Public Health on July 10, 2025 on a 5-0 vote.

An Act relative to menstrual product ingredient disclosure, S.2641, promotes public health and consumer rights by making the ingredients of products like tampons and pads clearly available on both retail packages and manufacturer websites. Originally filed by Senator Joanne M. Comerford, the bill was given a favorable report by the Joint Committee on Public Health, which voted 5-0 on July 10, 2025.

An Act relative to the Move Over Law, S.2642, improves the safety drivers and telecom, gas, and electric workers by requiring motorists to slow down as they approach a stationary utility truck or a stranded vehicle with flashing lights. Under the Move Over Law, passing motorists must then proceed with caution and, if possible on a major highway, change lanes to safely pass the stationary car or truck. The underlying legislation, sponsored by Senator Brendan P. Crighton, was advanced on a 7-0 vote by the Joint Committee on Transportation on July 7, 2025.

The Ways and Means Committee also voted today to give a favorable report to a local bill dealing with land in Foxborough (S.2141).
