Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to preserve the benefits conferred upon the general public through the continued, uninterrupted and undisturbed operation of the Quarry Hills Project and Granite Links Golf Course as designed and constructed, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
