Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to which is to which is forthwith to provide for the capital improvement needs of the commonwealth and deploy affordable and ubiquitous broadband access to the citizens of the commonwealth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
