Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to provide for innovation into school districts and prioritize improvement in under performing schools, and increased expanded public school choice by increasing the number of charter schools and by improving access and affordability of appropriate facilities for charter schools and their students, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public [Emergency Preamble Context].
