Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to to establish forthwith funding and memorial efforts for the men and women in the armed forces who made the ultimate sacrifice in service to the United States of America, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
