The committee on Ways and Means, to whom was referred the Senate Bill establishing a sick leave bank for Denise McKinnon, an employee of the Massachusetts Hospital School (Senate, No. 1955); reports, recommending that the same ought to pass with an amendment substituting a new draft of the same title (Senate, No. 1973).

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to establish forthwith a sick leave bank for a certain employee of the department of public health, therefore, it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
