Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to increase public access to safe nursing care, provide for the rapid deployment of qualified nurses in response to a state of emergency, address the emerging practice of nursing through telecommunications technology, and build effective interstate communication on licensure and enforcement issues, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
