Emergency Preamble
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to immediately reduce the burden on the water resources in the Central Plymouth County Water District and to ensure a clean and abundant water supply for the City of Brockton and the Town of Whitman, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public health.
