By Mr. Mom of Lowell, a petition (accompanied by bill, House, No. 3632) of Rady Mom and others that the commissioner of Capital Asset Management and Maintenance be authorized to convey a certain parcel of land to the city of Lowell for general municipal purposes. Emergency Preamble
Whereas, The deferred operation of this act would tend to defeat its purpose, which is to authorize forthwith the conveyance of certain parcels of land to the city of Lowell, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
