Establishes a commission to review Department of Developmental Services regulations and practices that result in ineffective service delivery to individuals with autism and intellectual developmental disabilities. The commission is charged with investigating and studying the following:
i. Removing barriers in regulations
ii. Achieving greater efficiency in licensing
iii. The delivery of services to high needs populations
iv. Transition planning for individuals with unique needs
v. Clinical regulations for the use of emerging technology and the use of protective equipment
vi. Placement authority
The 13 member commission consists of appointees by the Senate President, Speaker of the House, Governor of the Commonwealth, the Association of Developmental Disabilities Providers, the Arc of Massachusetts, the Autism Commission established under Chapter 226 of the Acts of 2014, the Permanent Commission on the Status of Persons with Disabilities, and the Massachusetts Association of Approved Special Education Schools.
