Creates an ESOL coordinator position within the Executive Office of Labor and Workforce Development who is responsible for developing a program for limited-English speakers and new arrivals to fill high demand jobs across the Commonwealth for which English language proficiency is required. Within one year of the passage of this bill, the coordinator must submit a comprehensive strategic plan and report on measurable outcomes achieved to meet its statutory duties, along with suggested specific objectives, key performance indicators and outcome measures proposed for the following year.
