The bill would create a grant program, administered by DOER and MassCEC, to offset the cost difference between purchasing or contracting for zero-emission school buses and purchasing or contracting for school buses that are powered by fossil fuels. Grants would also cover the cost of charging infrastructure. The grant program would prioritize school districts where the household income is below the Commonwealth’s median or where childhood asthma rates are above the Commonwealth’s median. The bill would also direct the Operational Services Division to create a statewide contract through which school districts could purchase or lease zero-emission school buses. These kinds of bulk contracts can lead to substantial cost savings and have been used for other kinds of zero-emission vehicles in the Commonwealth. The bill would help communities around Massachusetts realize the environmental and public health benefits of electric school buses, while also reducing statewide transportation emissions.
