The bill introduces the Guard Enlistment Enhancement Program (GEEP) to enhance recruitment and retention efforts for the Massachusetts National Guard by involving Soldiers, Airmen, and retirees in recruitment activities during their non-duty hours. Active members and retirees who successfully recruit new enlistees will be compensated, with recruiting assistants earning up to $1,000 for each new or prior service recruit. The Massachusetts National Guard is tasked with developing and maintaining policies to effectively implement the GEEP according to the specified provisions.
