Health care costs continue to crush our constituents. From 2022 to 2023, those costs nearly doubled the health care cost growth benchmark set by experts. Accordingly, we must do more to curb the rising costs of accessing health care services. Crafted in collaboration with the Health Policy Commission (HPC), this bill would expand the types of health care entities, as well as the cost metrics and measures, to be considered by the Center for Health Information and Analysis (CHIA) when determining whether to make enforcement referrals to HPC. Specifically, CHIA would be able to refer hospitals, pharmaceutical manufacturers, specialty-only practices, and other provider groups to HPC. The bill would also make the list of referred entities a public record, thereby increasing transparency in health care spending and incentivizing payers and providers to control spending growth at the outset.
