(b) The working group shall consist of: the chair of the state athletic commission, who shall serve as chair of the working group; 2 members appointed by the president of the senate; 2 members appointed by the speaker of the house of representatives; 1 member appointed by the minority leader of the senate; 1 member appointed by the minority leader of the house of representatives; and 7 members appointed by the governor who shall have experience and expertise in youth sports. Members of the working group shall not be compensated for their service. (c) The working group shall report to the general court and to the state athletic commission the results of its investigation and study and its recommendations, if any, together with drafts of regulations to be promulgated by the commission and legislation necessary to carry its recommendations into effect, by filing the same with the commission, the clerks of the senate and house of representatives, the joint committee on economic development and emerging technologies and the joint committee on health care financing not later than 120 days after the third public hearing conducted by the working group.
