The Joint Committee on Economic Development and Emerging Technologies will conduct a hybrid public hearing on Thursday, June 5, 2025 from 11:00AM to 1:00PM in Hearing Room A-2 on the bills related to small business, workforce development, municipal and regional development, and emerging technologies. This hearing will be chaired by House Chair Carole Fiola. Please be advised that all House matters being considered are required to be reported on by August 4, 2025, subject to extensions consistent with House Rule 27.

Instructions for How to Register for Virtual or In-Person Testimony/Submission of Written Testimony

Remote Testimony Registration: To testify remotely, please fill out this form. For remote testimony, the deadline to register to testify is 4:00 PM on Tuesday, June 3, 2025. Those registered to testify will receive further instruction on joining the hearing remotely via email prior to the start of the hearing.

In-Person Testimony Registration: For in-person testimony, individuals may fill out this form ahead of the 4:00 PM deadline on Tuesday, June 3, 2025 or sign up in person at the time of the hearing. Those signing up the day of the hearing will be asked to fill out a registration form outside of the hearing room.

Legislators and Public Official Testimony: Legislators and public officials are required to register to testify at this hearing. The presiding Chair, at their discretion, may take legislators and public officials out of turn.

Oral Testimony: Each individual registered to testify shall have 3 minutes to speak. Individuals offering testimony on multiple bills must do so within this 3 minute time frame. The presiding Chair, may further limit the time for testimony.

Panel Testimony: Those wishing to testify as part of a panel must fill out 1 of pre-registration form. Please have 1 member of your panel fill out this form with the names and email addresses of all other panelists. Do not submit more than 1 pre-registration form for a panel.

Order of Testimony: The presiding Chair, at their discretion, will determine the order of testimony during the course of the hearing.

Written Testimony: Individuals wishing to provide written testimony only do not need to complete a form. The deadline to submit written testimony is Thursday, June 12, 2025 at 4:00PM. For House bills, electronic written testimony may be submitted to Halle Mahoney at halle.mahoney@mahouse.gov. For Senate bills, electronic written testimony may be submitted to Erin Olivieri at erin.olivieri@masenate.gov.
