SENATE, July 31, 2019 - The committee on Ways and Means to whom was referred the Senate Bill further regulating thoroughbred breeding (Senate, No. 2238),-- reports (in part) a Bill extending simulcasting and horse racing authorization (Senate, No. 2308).

Emergency Preamble

Whereas, The deferred operation of this act would tend to defeat its purpose, which is to further regulate simulcasting, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.
