Thoroughbred Breeders

Requires horses to register with the Mass Thoroughbred Breeders Association (MTBA), creates an "accreditation" program and expands the number of horses eligible for awards. Horses under two years old may come to the state, stay a minimum of 90 days on a farm and qualify for breeders awards at races sponsored by the breeders association.
