The Joint Committee on Economic Development and Emerging Technologies will conduct a hybrid public hearing on Thursday, September 25, 2025 from 11:00AM to 1:00PM in Hearing Room A-1. This hearing will be chaired by Senate Chair Barry Finegold.

The public is invited to participate in this hybrid hearing. The hearing will be streamed live on the General Court website: https://malegislature.gov/Events.

Instructions for How to Register for Virtual or In-Person Testimony/Submission of Written Testimony

Remote Testimony Registration: To testify remotely, please fill out the form at this link: https://forms.microsoft.com/g/3M9Nd6gttQ. For remote testimony, the deadline to register to testify is 4:00 PM on Tuesday, September 23, 2025. Those registered to testify will receive further instruction on joining the hearing remotely via email prior to the start of the hearing.

In-Person Testimony Registration: If you plan to testify in person please fill out the form at this link: https://forms.microsoft.com/g/3M9Nd6gttQ before 4pm on September 23, 2025. You may also sign up in person during the hearing - there will be a table and registration form outside the hearing room.

Legislators and Public Official Testimony: Legislators and public officials are asked to register to testify at this hearing. The presiding Chair, at their discretion, may take legislators and public officials out of turn.

Oral Testimony: Each individual registered to testify shall have 3 minutes to speak. Individuals offering testimony on multiple bills must do so within this 3 minute time frame. At their discretion, the Chair may further limit the time for testimony.

Panel Testimony: Those wishing to testify as part of a panel are asked to contact Zach Crowley at zach.crowley@masenate.gov before 4pm on September 23.

Order of Testimony: The presiding Chair, at their discretion, will determine the order of testimony during the course of the hearing.

Written Testimony: Please submit written testimony by no later than Thursday, October 2nd, 2025 at 4:00PM. For House bills, electronic written testimony may be submitted to Halle Mahoney at halle.mahoney@mahouse.gov. For Senate bills, electronic written testimony may be submitted to Zach Crowley at zach.crowley@masenate.gov.

Written testimony may also be physically mailed to the House and Senate Chairs at the below addresses.
