AN ACT RELATIVE TO VENDOR CONTRACTS.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
SECTION 1. Section 12 of chapter 11 of the General Laws, as appearing in the 2010 Official Edition, is hereby amended by inserting after the word “commonwealth.”, in line 69, the following sentence:- Said access shall include access as defined above, to any grant, contract or agreement between said vendors and any other entity, provided the grant or contract to provide goods or services is specifically related to and funded by the vendor’s contract with the commonwealth.
SECTION 2. Said section 12 of chapter 11, as so appearing, is hereby further amended by inserting after the word “section.”, in line 72, the following sentence:- In addition, any grant, contract or agreement between said vendors and any other entity providing goods or services to said vendors, that is specifically related to and funded by, the vendor’s direct contract with the commonwealth, shall include a clause providing the state auditor with access to said other entity’s accounts, books, records and activities, except tax returns, as related to the provision of such goods or services to the vendor.
