AN ACT FURTHER REGULATING THE REGIONAL PUBLIC SAFETY COMMUNICATIONS AND DISPATCH CENTER FOR THE CITY OF REVERE AND THE TOWN OF WINTHROP.

      Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
      SECTION 1.  Subsection (a) of section 1 of chapter 171 of the acts of 2014 is hereby amended by striking out the second sentence and inserting in place thereof the following sentence:- The written agreement shall provide for the management of the district by a board of directors to be comprised of the chief administrative officer of each member city or town and such other members as may be designated in the agreement.
      SECTION 2.  Subsection (c) of said section 1 of said chapter 171 is hereby amended by adding the following 4 sentences:- District employees may participate in insurance and other benefit programs offered by a member city or town to its existing employees, upon such terms and conditions as the district and the member city or town may agree and as may be authorized by chapter 32B of the General Laws or any other applicable general or special law. An employee of the city of Revere who:  (i) is a member of the Revere retirement system; (ii) is transferred to the employ of the district pursuant to the written agreement referenced in subsection (a); and (iii) remains in continuous service with the city until such time as the employee’s transfer to the employ of the district is finalized shall be considered an employee of the city of Revere, for the purposes of chapter 32 of the General Laws only, while such employee remains an employee of the district and until such time as the district receives certification from the public employee retirement administration commission pursuant to subdivision (4) of section 28 of said chapter 32. An employee of the town of Winthrop who:  (i) is a member of the Winthrop retirement system; (ii) is transferred to the employ of the district pursuant to the written agreement referenced in said subsection (a); and (iii) remains in continuous service with the town until such time as the employee’s transfer to the employ of the district is finalized shall be considered an employee of the town of Winthrop, for the purposes of said chapter 32 only, while such employee remains an employee of the district and until such time as the district receives certification from the public employee retirement administration commission pursuant to said subdivision (4) of said section 28 of said chapter 32. Upon receipt of the certification from the public employee retirement administration commission, all employees of the district subject to this subsection shall be transferred to the Revere retirement system in accordance with said subdivision (4) of said section 28 of said chapter 32.
      SECTION 3.  Subsection (d) of said section 1 of said chapter 171 is hereby amended by inserting after the word “money”, in line 1, the following words:- pursuant to chapter 44 of the General Laws or any other applicable state or federal law.
      SECTION 4.  Subsection (h) of said section 1 of said chapter 171 is hereby amended by striking out the first and second sentences and inserting in place thereof the following 2 sentences:-  The board of directors shall establish and manage a fund to which all monies contributed by a member city or town and all grants and gifts from the federal or state government or any other shall be deposited. The board of directors shall appoint a treasurer who may be compensated or uncompensated and who may be a treasurer of a member city or town; provided, however, that a treasurer who is also the treasurer of a member city or town shall be uncompensated.
