Kelly was born at Noble Hospital in Westfield, MA and grew up in Chester, MA.  At 9 years old he began an acting career that lasted over 10 years.  During that time, he did 91 television commercials, a PBS TV movie, was a member of the Bloodhound Gang on PBS’s 3-2-1 Contact, after school movie, one episode of a primetime TV show (The Nurse), sang and danced live at Lincoln Center for the Daytime Emmy Awards, and a Crystal Gale TV special.  Kelly is an honorary member of Screen Actors Guild. 

He then became community service orientated by joining the volunteer fire department, becoming a part-time police officer, and being elected to the board of selectmen in the town of Chester.  Kelly then joined the United States Army, where he served for twenty years before retiring in December of 2010.  He served in the XVIII Airborne Corps at Fort Bragg, NC, 2nd Infantry Division in South Korea, 3rd Special Forces Group at Fort Bragg, III Corps at Fort Hood, TX, Army Central Command at Fort McPherson, GA, Joint Analysis Center at Royal Air Force Base Molesworth, UK, the Army Service Team at the National Reconnaissance Office, Chantilly, VA, United States Forces Korea, Camp Humphreys South Korea, and the National Geospatial-intelligence Agency Fort Belvoir, VA.  During his career he deployed to Haiti, Macedonia, Kuwait, Saudi Arabia, Qatar, Bahrain, Afghanistan, Iraq, Romania, and traveled around the world to attend conferences and to train Army units deploying to support OIF or OEF. 

After retiring Kelly worked as a government civilian for the National Geospatial-intelligence Agency, supporting United States Africa Command in Stuttgart, Germany.  While in Germany his oldest son Christopher joined the Air Force, and this is where his youngest son Riley was born.  After completing his assignment his wife Serena and son Riley moved back to Western Massachusetts, settling in Westfield, MA. Kelly then used his GI Bill to get a second bachelor’s degree in political science with a concentration in law from Westfield State University.  He then worked for the VA in Leeds, MA before going back to school to earn a Master of Law Degree from Western New England University.  Kelly also served as a legislative aide for then State Senator Don Humason.  In 2020, Kelly decided to run for State Representative for the 4th Hampden District and in November of 2020 the voters of Westfield elected him to represent them at the State House.

The 4th Hampden District was redrawn after the 2020 census and Kelly no longer represents most of Ward 6B in Westfield but gained all of the Town of Southampton. Kelly was honored to be selected to serve on the Ways and Means Committee after his first reelection and after the last reelection he was selected to serve as the Assistant Ranking Member on Ways and Means. He is honored to continue serving his community.
