MassHealth Benefits and Provider Reimbursement, Health Equity, and Health Safety Net

The public is invited to participate in the Joint Committee on Health Care Financing hearing on Tuesday, July 15, 2025.

The hearing will be streamed live on the General Court website at https://malegislature.gov/Events/Hearings. The hearing will be recorded and archived on the Joint Committee on Health Care Financing webpage for the duration of the 194^th legislative session at https://malegislature.gov/Committees/Detail/J24/Hearings. The hearing will be chaired by Senate Chair Cindy Friedman. PRE-REGISTRATION CONFIRMATION: Individuals who complete the pre-registration form will receive a confirmation email from Senate staff within 72 hours acknowledging receipt of pre-registration by the committee. Individuals pre-registered to testify remotely will receive an email with a link to the join the hearing on Microsoft Teams at least 24 hours prior to the start of the hearing. Questions regarding the registration process should be directed to Adelina Huo at adelina.huo@masenate.gov.

SAME-DAY REGISTRATION – IN-PERSON TESTIMONY ONLY: Individuals who do not complete the pre-registration form by 4:00PM on Thursday, July 10, 2025 (or 12:00PM on Monday, July 14, 2025 for S.1403) will have the opportunity to register in-person on the day of the hearing. Same-day registration forms will be provided by committee staff outside of the hearing room. After all pre-registered individuals have been called to testify, the presiding Chair will then call any individuals who completed a same-day registration form. Individuals who wish to testify remotely will not have the option of same-day registration and can only sign up via the pre-registration form.

LEGISLATOR AND PUBLIC OFFICIAL TESTIMONY: Legislators and public officials are also required to pre-register to testify. At the discretion of the presiding Chair, legislators and public officials may be taken out of turn. This courtesy is only extended to legislators and public officials.

ORAL TESTIMONY TIME LIMIT: Individuals registered to testify will have 3 minutes to speak. Individuals offering testimony on multiple bills must do so within the 3-minute time limit.

PANELS: Individuals participating as part of a panel must complete a pre-registration form by the deadline and include the names of the other panelists in the appropriate section of the form. Each participant on a panel must complete a pre-registration form. The presiding Chair will permit hybrid panels, in which some individuals on the panel will testify in-person and others will testify remotely. Questions regarding registration and participation on panels should be directed to Adelina Huo at adelina.huo@masenate.gov.

WRITTEN TESTIMONY – DO NOT SUBMIT PRE-REGISTRATION FORM: For individuals who will not provide oral testimony at the hearing and wish to submit written testimony, please do not complete the pre-registration form. Written testimony may be submitted electronically via email to the following:
