AN ACT AUTHORIZING THE DIVISION OF CAPITAL ASSET MANAGEMENT AND MAINTENANCE TO CONVEY A CERTAIN PARCEL OF LAND IN THE TOWN OF SHREWSBURY

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     SECTION 1.  Notwithstanding sections 32 to 37, inclusive, of chapter 7C of the General Laws, the commissioner of capital asset management and maintenance may convey to the town of Shrewsbury for consideration, a parcel of land of approximately 21.63 acres located on the east side of Lake street in the town and identified on the department of capital asset management and maintenance’s "Glavin Regional Center, DDS" plan of land dated May 29, 2013 and as being subject to Executive Order 193. The conveyance shall be by deed without warranties or representations by the commonwealth.
     SECTION 2.  In consideration for and as a condition of the conveyance authorized in section 1, the town of Shrewsbury shall pay $1. The commissioner of capital asset management and maintenance shall establish the value of the property for both the highest and best use of the property as currently encumbered and for the purposes described herein.  The commissioner shall place notification in the central register of the conveyance, the amount of such transaction and the difference between the calculated value and the price received.
     SECTION 3.  Notwithstanding any general or special law to the contrary, the town of Shrewsbury and its successors and assigns shall be responsible for all costs and expenses including, but not limited to, costs associated with any engineering, surveys and deed preparation.
