AN ACT RELATIVE TO CERTAIN MUNICIPAL SALARIES IN THE CITY OF LYNN

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     SECTION 1.  Notwithstanding section 2-1(c) of the charter for the city of Lynn and any other general or special law to the contrary, the annual salary for the mayor of the city of Lynn shall be $145,000 and the mayor shall be entitled to necessary electronic equipment and a city-owned vehicle, car insurance and the provision of gas at the filling station owned by the city of Lynn. The mayor may become a member of the city of Lynn pension system as governed by the city of Lynn retirement system and may enroll in the city of Lynn single or family health insurance plan. No additional salaries or reimbursements shall be available to the mayor.
     SECTION 2.  Notwithstanding section 3-3 of the charter of the city of Lynn and any other general or special law to the contrary, the annual salary for the members of the city council of the city of Lynn shall be $25,000; provided, however, that the duly elected council president shall be entitled to an additional $2,000. The members of the city council may become members of the city of Lynn pension system as governed by the city of Lynn retirement system and may enroll in the city of Lynn single or family health insurance plan. No additional salaries or reimbursements shall be available to members of the city council.
     SECTION 3.  The members of the school committee of the city of Lynn shall receive an annual stipend in the amount of $9,600. No additional salaries or reimbursements shall be available to the members of the school committee.
     SECTION 4.  Any ordinance, order or special acts pertaining to the city of Lynn inconsistent with this act are hereby repealed.
     SECTION 5.  The city of Lynn shall not appropriate any monies to compensate any elected officials pursuant to section 1 for the time period prior to January 1, 2014.
     SECTION 6.  The city of Lynn shall not appropriate any monies to compensate any elected officials pursuant to section 2 for the time period prior to April 1, 2014.
     SECTION 7.  The city of Lynn shall not appropriate any monies to compensate any elected officials pursuant to section 3 prior to the effective date of this section.
     SECTION 8.  No current or former elected official of the city of Lynn shall be entitled to pension benefits that exceed the amounts that the official actually contributed to the pension system through the Lynn retirement board.
     SECTION 9.  Notwithstanding section 2-1(c) and section 3-3 of the charter for the city of Lynn or any other general or special law to the contrary, sections 1, 2, 3, 4, 5, 6 and 8 shall take effect as of January 1, 1998.
     SECTION 10.  Section 7 shall take effect upon its passage.
