AN ACT AUTHORIZING THE CITY OF SPRINGFIELD TO LEASE CERTAIN LAND.

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     SECTION 1. Notwithstanding chapter 30B of the General Laws or any other general or special law to the contrary, but subject to paragraphs (a), (b) and (g) of section 16 of chapter 30B, the city of Springfield may enter into an agreement with Pioneer Valley Riverfront Club, Inc. for the operation of a community rowing and boating center, which shall be open to the general public for outdoor recreation purposes, at North Riverfront park for a term not to exceed 20 years, under terms and conditions agreed upon, from time to time, by the city of Springfield and Pioneer Valley Riverfront Club, Inc.
     SECTION 2.  The city of Springfield may lease North Riverfront park to Pioneer Valley Riverfront Club, Inc. for the purposes stated in section 1, for a term not to exceed 20 years, pursuant to the terms and conditions agreed upon by the city of Springfield and Pioneer Valley Riverfront Club, Inc.
     SECTION 3.  North Riverfront park is described as follows: approximately 148,409 square feet of land, with improvements thereon, located on the south side of West street in the city of Springfield, having a city parcel identification number of 12145-0050, bordered on the northwest by land now or formerly of The Pride Limited Partnership and on the southwest by the Connecticut river.
     SECTION 4.  Pioneer Valley Riverfront Club, Inc. may set and charge, subject to the approval of the board of park commissioners of the city of Springfield, a reasonable fee for admission to a facility or improvement at North Riverfront park and for participation in a program or activity offered by Pioneer Valley Riverfront Club, Inc. at North Riverfront park.
     SECTION 5.  This act shall take effect upon its passage.
