AN ACT ESTABLISHING A 4-YEAR TERM FOR THE OFFICE OF MAYOR IN THE CITY KNOWN AS THE TOWN OF WEST SPRINGFIELD.

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:
     SECTION 1. Subsection (b) of section 3-1 of article 3 of the charter of the city known as the town of West Springfield, which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by striking out the word “two” and inserting in place thereof the following figure:- 4. 
     SECTION 2.  Subsection (a) of section 3-9 of said article 3 of said charter is hereby amended by striking out the word “fifteen” and inserting in place thereof the following figure:- 39.
     SECTION 3.  This act shall be submitted for acceptance to the qualified voters of the city known as the town of West Springfield at a special election to be held on a date set by the town council of the city known as the town of West Springfield, in accordance with the General Laws in the form of the following question:
     “Shall an act passed by the general court in the year 2016 entitled ‘An Act Establishing a 4-Year Term for the Office of Mayor in the city known as the town of West Springfield’ be accepted?”
     Below the question shall appear a fair and concise summary of the law prepared by the town attorney. If a majority of the votes in answer to the question is in the affirmative, sections 1 and 2 shall take effect immediately and the office of mayor shall appear on the ballot for a 4-year term at the next regular municipal election occurring not less than 60 days following the special election, but not otherwise.
     SECTION 4.  This act shall take effect upon its passage.
