AN ACT AMENDING THE CHARTER OF THE TOWN OF IPSWICH TO MAKE IT GENDER NEUTRAL AND TO FURTHER REGULATE TOWN OPERATIONS.
Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
SECTION 1. The title of section 2 of the charter of the town of Ipswich, which is on file in the office of the archivist of the commonwealth, as provided in section 12 of chapter 43B of the General Laws, is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 2. Said section 2 of said charter is hereby further amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 3. Said section 2 of said charter is hereby further amended by striking out the word “Selectmen” and inserting in place thereof the following words:- the members of the select board.
SECTION 4. Said section 2 of said charter is hereby further amended by adding the following paragraph:-
The select board shall work with the finance committee, town manager and officials to ensure that there are policies and best practices in place to produce municipal operating budgets to be presented at the annual town meetings. The select board shall take a leadership role in a collaborative process among public bodies and officials, including the school committee, finance committee, planning board and town manager, to develop, recommend and implement long-term plans, priorities, capital expenditures and environmental protection policies for the town of Ipswich. The select board shall only develop town policies and regulations that are not under the lawful, designated jurisdiction or the duty of another public body or official.
SECTION 5. The title of section 3 of said charter is hereby amended by striking out the word “Selectmen” and inserting in place thereof the following words:- the select board.
SECTION 6. Said section 3 of said charter is hereby further amended by striking out the words “Board of Selectmen”, each time they appear, and inserting in place thereof, in each instance, the following words:- select board.
SECTION 7. Section 4 of said charter is hereby amended by striking out the words “Board of Selectmen”, each time they appear, and inserting in place thereof, in each instance, the following words:- select board.
SECTION 8. Section 5 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 9. Said section 5 of said charter is hereby further amended by striking out the word “his” and inserting in place thereof the following words:- the official’s.
SECTION 10. Section 6 of said charter is hereby amended by striking out the words “board of selectmen”, each time they appear, and inserting in place thereof, in each instance, the following words:- select board.
SECTION 11. The first sentence of section 7 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 12. The second sentence of said section 7 of said charter is hereby amended by striking out the word “Selectmen” and inserting in place thereof the words:- select board.
SECTION 13. The fourth sentence of said section 7 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 14. The fifth sentence of said section 7 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 15. Section 8 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 16. Said section 8 of said charter is hereby further amended by striking out the word “he” and inserting in place thereof the following words:- the town manager.
SECTION 17. Said section 8 of said charter is hereby further amended by striking out the word “his” and inserting in place thereof the following words:- the town manager’s.
SECTION 18. Section 9 of said charter is hereby amended by striking out the word “Selectmen”, the first, second, fourth and fifth times it appears, and inserting in place thereof, in each instance, the following words:- select board.
SECTION 19. The fourth sentence of said section 9 of said charter is hereby amended by striking out the words “Board of Selectmen” and inserting in place thereof the following words:- select board.
SECTION 20. Said section 9 of said charter is hereby further amended by striking out the word “him” and inserting in place thereof the following words:- the town manager.
SECTION 21. Said section 9 of said charter is hereby further amended by striking out the word “his” and inserting in place thereof the following words:- the town manager’s.
SECTION 22. Section 10 of said charter is hereby amended by striking out the word “his” and inserting in place thereof the following words:- the town manager’s.

SECTION 24. Section 11 of said charter is hereby amended by striking out the word “his”, each time it appears, and inserting in place thereof, in each instance, the following words:- the town manager’s.

SECTION 31. Section 13 of said charter is hereby amended by striking out the words “, Civil Defense Director, and Safety Director” and inserting in place thereof the following words:- and emergency management and civil defense director.
SECTION 32. Section 17 of said charter is hereby amended by striking out the words “his duties” and inserting in place thereof the following words:- the duties of the office.
SECTION 33. The second sentence of section 18 of said charter is hereby amended by striking out the word “he” and inserting in place thereof the following words:- the town clerk.
SECTION 34. Said section 18 of said charter is hereby further amended by striking out the word “his”, each time it appears, and inserting in place thereof, in each instance, the following words:- the town clerk’s.
SECTION 35. The last sentence of said section 18 of said charter is hereby amended by striking out the word “He” and inserting in place thereof the following words:- The town clerk.
