AN ACT AUTHORIZING QUINCY COLLEGE TO CONFER BACCALAUREATE DEGREES.

     Whereas, The deferred operation of this act would tend to defeat its purpose, which is to forthwith authorize Quincy College to confer baccalaureate degrees upon approval by the board of higher education, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
    Chapter 442 of the acts of 2016 is hereby amended by striking out section 1 and inserting in place thereof the following section:-
Section 1. The board of governors of Quincy College may grant baccalaureate degrees, subject to the review and approval of the board of higher education pursuant to the standards established by the board of higher education pursuant to section 30A of chapter 69 of the General Laws and set forth in section 31 of said chapter 69; provided, however, that Quincy College shall not be required to file articles of amendment with the secretary of the commonwealth as set forth in section 30 of said chapter 69. All other certificate and degree programs proposed by Quincy College eligible for review by the board of higher education shall be subject to the same review and approval process under section 30A of said chapter 69. For the purpose of the program review and approval process pursuant to this section, Quincy College shall not be assessed any fees and costs.
