AN ACT FURTHER REGULATING THE COMPOSITION OF THE LICENSING BOARD FOR THE CITY OF SALEM

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:

SECTION 1. Notwithstanding section 4 of chapter 138 of the General Laws relative to the number of members that may be appointed to a municipal licensing board, the licensing board of the city of Salem shall consist of 3 members and 1 alternate member to be appointed by the mayor, subject to confirmation by the city council. Each member, with the exception of the alternate member's initial term as set forth in section 2, shall be appointed to serve for a term of 3 years until their successor is chosen and qualified.

SECTION 2. On the effective date of this act, the mayor, subject to confirmation by the city council, shall appoint 1 person to serve as an alternate member of the licensing board, who shall serve for a term of 1 year; provided, however, that upon the expiration of the 1-year term of the alternate member, successor appointees shall be appointed for a term of 3 years; and provided further, that alternate members shall serve as regular members of the board whenever a regular member is unable to attend a meeting of the board.

SECTION 3. Members who are serving on the licensing board on the effective date of this act shall continue to serve as members of the board for a period of 3 years or until the expiration of their term, whichever is sooner.
