AN ACT FURTHER REGULATING CERTIFICATES OF BIRTH RESULTING IN STILLBIRTH.

Whereas, The deferred operation of this act would tend to defeat its purpose, which is forthwith to regulate further certificates of birth resulting in stillbirth, therefore it is hereby declared to be an emergency law, necessary for the immediate preservation of the public convenience.

SECTION 1. Notwithstanding the effective date of chapter 250 of the acts of 2002 to the contrary, a parent of a stillborn child delivered in the commonwealth before November 10, 2002 may request a certificate of birth resulting in stillbirth in accordance with section 1 1/2 of chapter 46 of the General Laws for a period of 90 days following the effective date of this act. If the requirements of said section 1 1/2 of said chapter 46 are met, the state registrar of vital records and statistics shall issue the requested certificate.

SECTION 2. This act shall take effect on February 1, 2004.
