AN ACT PROVIDING FOR THE APPOINTMENT AND REMOVAL AUTHORITY OF THE TOWN ADMINISTRATOR OF THE TOWN OF WILBRAHAM.

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
     SECTION  1.  Notwithstanding any general or special law or town by-law to the contrary, the town administrator of the town of Wilbraham may appoint and remove all officers and employees, other than department heads, of the town including, but not limited to, officers and employees working in the board of assessors, the board of library trustees, the council on aging, the playground and recreation commission, the town accountant, the town clerk and the town treasurer; provided, however, that the town administrator shall not have the authority to appoint or remove any department head or any officer or employee of the police department, the fire department or the department of public works of the town; and provided further, that the town administrator shall not have the authority to appoint and remove the director of the Wilbraham public library.
     SECTION 2.  The removal by the town administrator of the town of Wilbraham of any subordinate officer or employee appointed by the town administrator shall be subject to the approval of the board of selectmen.
     SECTION 3.  Notwithstanding any general or special law or town by-law to the contrary, the board of selectmen of the town of Wilbraham may appoint and remove all department heads of the various departments in the town of Wilbraham.
     SECTION 4.  The director of the Wilbraham public library shall be appointed by the board of library trustees for a term not to exceed 3 years and may be removed by said board.
     SECTION 5.  This act shall take effect upon its passage.
