AN ACT PROVIDING FOR AN ALTERNATE MEMBER OF THE FINANCE COMMITTEE OF THE TOWN OF MATTAPOISETT

     Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows:
     SECTION 1.  (a) Notwithstanding section 16 of chapter 39 of the General Laws or any other general or special law to the contrary, the committee in the town of Mattapoisett authorized by town by-law to appoint members of the finance committee may appoint a person to serve as an alternate member of the finance committee.
     (b)  The alternate member of the finance committee appointed pursuant to subsection (a) may act as a member of the committee pursuant to section 16 of chapter 39 of the General Laws and any other applicable law or by-law in the absence of a regular member of the committee.
     (c)  The initial term of the alternate member appointed pursuant to subsection (a) shall be 3 years and thereafter successors shall be appointed for a term of 3 years. An alternate member may, after a public hearing, if requested, be removed for cause by the appointing authority. If a vacancy occurs at any time before the expiration of the term of the alternate member, such vacancy shall be filled in the same manner as the initial appointment for the remainder of the unexpired term.
      SECTION 2.  This act shall take effect upon its passage.
