AN ACT MODIFYING THE PITTSFIELD ECONOMIC DEVELOPMENT AUTHORITY.

Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same as follows:

SECTION 1. Chapter 295 of the acts of 1996 is hereby amended by striking out section 14, as appearing in section 2 of chapter 486 of the acts of 1998, and inserting in place thereof the following section:-

Section 14. The board shall consist of 11 members appointed by the mayor of the city of Pittsfield. Official action shall require the affirmative vote of a majority of the board. In appointing members, the mayor shall choose at least 1 member who is experienced with or knowledgeable about the financing or issuance of bonds and that member shall be appointed for a term of 2 years; 1 member who is experienced with or knowledgeable about environmental matters, including contamination of land, and that member shall be appointed for a term of 2 years; 1 member who is experienced with or knowledgeable about economic development and planning and that member shall be appointed for a term of 3 years; 1 member who lives in or will represent the interest of the neighborhoods which will be most directly affected by the activities of the authority and that member shall be appointed for a term of 1 year; 1 member who is an attorney experienced in the area of commercial transactions and is licensed to practice law in the commonwealth and that member shall be appointed for a term of 2 years; 1 member who is experienced or knowledgeable about industrial site location and that member shall be appointed for a term of 2 years; 1 member who is an experienced labor representative and that member shall be appointed for a term of 2 years; and 3 members who shall be appointed for a term of 1 year each. The mayor may serve as a member of the board or may appoint an additional member to serve in the mayor’s stead.

At the expiration of the term of any member or upon the resignation or disqualification of any member, the mayor shall appoint a new member for an equivalent term. Each member whose term has expired shall serve until the qualification of a successor. A board member may be reappointed.

SECTION 2. This act shall take effect upon its passage.
